Make a loop with two bulbs and a battery in it.
Attach a voltmeter over a battery in parallel.
This voltmeter reading will be EMF or voltage supplied by the battery.
Attach two more voltmeters in parallel to bulbs individually.
These voltmeters will show voltage being supplied to each bulb individually which depends upon its rating.
The total of these voltage must be equal to EMF of battery.
Attach an ammeter and a switch anywhere in circuit but it should be in series.

Take a look at the diagram below. Assume R1 & R2 as bulbs.

voltmeter is always connected in parallel with an object
ammeter should be connected in series with the positive side of the cell
switch is also connected in series with the positive side of the switch but should be connected before the ammeter
