Grade Threshold?

why is it that in the latest gts it says that in some components to get an A u need for eg 32/40 , 40/60 , and 30/40. and when u add all these u get 102/160. so the overall 102 should be a A. then why do they put the overall A at 135 or higher than that it adds up to?? :/
