tension force

Hey guys! please helppp, the question says The block is lowered so that it rests on the sea bed. The answer gives "becomes smaller, or zero" Can someone pls explain whyy :( wouldnt it increase? bc when u move it down, the pressure increase, and it has to have no resultant force for the block...
