I'm not clear on that one too. My sir said just use the value given on the apparatus "as it is".

I got it! When the max error is stated on the apparatus, use it right away in the % uncertainty formula.
But for e.g on a scale or say measuring cylinder, we look at the smallest division on the apparatus and divide by half. Use this estimated error in the % uncertainty formula.
