Do you have to revise AS level stuff again for Biology paper 4?

Our teacher says we have to study AS level stuff again as a large part of Paper 4 relies on stuff from AS.

Your teacher was more-or-less right. A lot of the Paper 4 questions ask you stuff, assuming you have a good base of your AS knowledge. Many questions from Biotech, Gene Tech, Biodiversity, Selection, Sexual Reproduction, and Inherited Change (all A2 topics) do ask a few marks worth of questions based on AS.
Like, for Biotech and Gene Tech—questions on immunity, biological molecules or enzymes could be asked. Biodiversity and Selection—ecology questions could be asked. Sexual Reproduction and Inherited Change—mitosis and meiosis.

Hell, even in Respiration and Photosynthesis they could ask about the specific organelles which I think was the first chapter in AS?

buh mostly p4 is kind of based on A2 stuff, 4rm respiration to reproduction right.
