HELP in Physics paper6 2008M/J

I don't know how to do 1(b) the mark scheme doesn't say about this can anyone help me? :|

first there is the same question in M/J2009 5(b)
and it has been answered here before so please read the dourms before you ask
any way
will have to measure the diameter os the cylinder finds its half ( middle point )
so u should ensure tht the diameter is touching the point (10-radius) from one side and (10+radius) from other side
