History 4 mark questions confusion...

I'm confused over the 4 marks questions of history. I had in my knowledge that every possible question having 4 points could come but I came across some posts here from where I learned that personalities had been omitted from the paper, is this true? For eg there won't be a question 'Who was Warren Hastings?' or 'Who was Shah Walli Ullah?'
