How to change my whole name PERMANENTLY ?

I hate my name and don't want to keep it anymore. I want to get it changed but the thing is that i cannot because now it is now on my O'level certificate and universities want to see that for giving me admission, so i can't change it right now. But is it possible to change it when i'm in university? OR are there any universities abroad [where i can study mechanical engineering] that don't see ur o'level grades? Because if that is possible, then i can have a different name on my A'levels certicate? Also tell me, do we need recommendation letters from school if we want to apply in any university abroad ????
