I think he didn't post the question properly, it probably is HOW instead of GET and anyways for any area there are some key things:

- Security
- Infrastructure (Roads, Buildings, Railways etc.)
- Protection for the scenery or nature
- Advertisements, this includes events such as festivals.

Its the same for every area

I also wrote the same as Aneesraj23 says (about security, infrastructure...).
