Why O-A Level in Pakistan

Hello,
I am confused, Some of Us in Pakistan cannot bear the expenses of O/A Levels right from the school. Do you think we are forced for Cambridge education because our local boards cannot and donot provide quality education ? Or it is just conspiracy? that we should gain this education ?

Thoughts in gentle manner please.
