When they say 'candidate details' at the 'bottom of report' in the mark scheme it looks like Report Footer.
Moreover while printing out if we export the report to word, add candidate details in word's header, it looks exactly like the mark scheme's version

Well, you have to look at the wording.
Open the report in the ''Print Preview'' mode..
If the report is like half a page, and they say ''bottom of report'', insert it at the report footer.
But if they say something like ''At the bottom of each page'', and the report is like 2-3 pages, then page footer.

If you open the May-June 2013 paper 22, they report is more than a page.
And they tell us to enter the candidate details ''in the left of the footer''..
They don't specify whether it should be the report or the page footer. But in the marking scheme it has been added in the report footer, even though it was more than a page.

So when they want it on every page, they usually specify 'At the bottom of each page'.

You don't have to add the candidate details on every page, unless they specify.

For example, in May-June 2012 paper 21 they said ''Add your name centre number candidate number at the RIGHT IN THE FOOTER..
And the marking scheme shows the candidate details in the report footer.

That way you should know clearly to insert them in report footer, because examiner wants to see at the end of the report, not on every page. Even though this report was like 2 or 3 pages long.

Words like ''Bottom of report'', ''Left in the footer'', ''Right in the footer'' should tell you that its report footer.
But if you see something like ''At the foot of each page'', then insert them in the page footer.
