Could somebody here explain to me what determines the arrows you draw for a Hess cycle?

Direction matters a lot as per your definitions, for instance formation means from the elements, so your arrows point from the elements to the substance you form.
For combustion, you combust the substance to their combusting products, so that definition means your arrow for the enthalpy change points towards the combustion products.
