There may be better ways but this is how I solved it.

First we need to make the bases equal, so I took the reciprocal of log 16 p to make it log p 16. That will give you log p 8 / log p 16. You just need to make 8 and 16 in terms of powers of 2 and shift them before the log. And then you can cancel out the logs.
