So lets start with the answer.
First find m.
m= (3.4-1.2)/(1-.45)
= 4
so with this the equation become
y= 4x + lg c
now find the value of c
3.4 = 4(1) + lg c
3.4 - 4 = lg c
lg c = -0.6
c= 10^-0.6
c= 9.4
so m= 4
c= 9.4
