AS english doubt : do u get penalized for writing lesser word counts?

Hey! so for english paper 2(the essay paper), you're supposed to write two essays between 600-900 words. Are you penalized if you write a lesser word count? my teacher said so, but i cant find anything in the syllabus, marking schemes and examiner reports that backs what he said up?

ps: Am I the only one that finds/found it hard to complete them both in under 2 hours?
