It's to make a smooth curve, or straight line, where it's not necessary to pass your line through all the points. It's possible that 1-2 points lie above your line or below it, or both. It just needs to be smooth in case of curve, and straight for a line.

curve of best fit means you have to draw a perfect curve.... although the points are not in a position of making a perfect curve but you have to make the curve perfect..! look at the picture below... hope i helped you..!
