why did the british feel in 1909 that it was time that they gave the people of india a ' pakaage of constitutional reforms'?

hmmm it helped1. They wanted to bring an end to the unrest which plagued the subcontinent following the Hindu outcry at the Partition of Bengal. They wanted restore law and order without having to revert the Partition of Bengal.
2. The All India Muslim League had been formed in 1906. This meant that the Muslims of the subcontinent were now politically organised and more capable of pressurizing the British. Thus to prevent any mishaps due to dissatisfaction of the League,. the reforms were introduced.
3. If the Partition if Bengal was to be reversed, which seemed very likely by 1909, the British wanted to win back the support of those communities which might have resented the reversal through new constitutional reforms and concessions.
