Can we ask CIE invidilators....regarding any rule we dont understnad?

Actually i wanna know that i always exceed the given lines in answering comprehension q's in second language Urdu.....so where should i write e.g if i need 3 lines and only 2 are provided ?People say that only authentically CIE invigilators can tell......so can i ask them ?
2.Also i wanna know that in many papers e.g Pak studies paper , Urdu 2nd language paper 1 can we use last two blank pages for my rough work with a pencil....people say that u will be best guided by cie invigiltors ?

Don't ask them about anything within the exam, the reality is they know 'nothing'. Only ask them about exam conducting procedure as whole like things not to bring in the exam hall like which types of calculators etc
