Okay... So here's the summary..
Though it is believed that not all people possess certain skills and etc.. and that not all can make a tafsir, and they have to fulfill many criteria, here are the most important of them...
1. Correct belief in Allah, and all other fundementals of Islam. This means to say, in short, that he must be a true Muslim by heart.
2. Correct Approach, which means to say, that the person, must be doing tafseer, for a good purpose, and must leave all sectarian differences behind when he is doing so. Plus, he needs to know the sources of doing tafseer.
3. Correct knowledge of Islam, Quran, Hadith, Sunnah, Islamic thinking, Fiqh etc.
