use persuasive + formal tone. No need to use an extraordinary vocabulary. Use phrases and variety of sentences (complex,simple etc)
make no more than 4 paragraphs. Namely introduction, content and ending. Be clear to what u want to write. Better if u plan it well before writing. Show both sides of the picture but focus on your side to be important. Follow the word limit.

Format: A useful way to structure your speech is as follows
Introduction/Welcome ---> Body of speech ---> Conclusion/Best wishes for the future/Toast
Register : How formal is the occasion? Take care of the register to remind yourself of the differences between formal/informal speeches.
Paragraphing : Remember to begin a new paragraph for each new topic of your speech, and to develop your ideas fully before going on to the next topic/paragraph.
( DO NOT WRITE ONE-SENTENCE PARAGRAPHS! )
Language: Check that you remember the sort of language needed in speeches
Remember that a speech is meant, ultimately, to be spoken to an audience, try to refer to your audience ( As you all know..) in your speech

Notes to be done in your speech writing:
rhetorical question , exaggeration, emotive language , appeal to the audience , war metaphors , logical argument , taking the audience into your confidence
alliteration, change of tone, repition, talking positively about the future , talking about the everyday , talking if the audience and you are one.

If you can skillfully write according to the last paragraph which 'Adham-amr' wrote above you can even get a distinction!

Building up a vocabulary bank will also help you before you start writing. + Use Counter Argument.
