Equivalence Certificate Issue, need a little help.

Well, I am a private student and I passed Phy Chem in May/June 2011 while in Mathematics, I got only the AS grade, which was an E. Means I failed the composite and only passed the first part barely in that session. I just cleared composite Maths, in the 2012 Oct/Nov session, and I need to know if I can apply for an equivalence based on this Mathematics and the previous Chemistry and Physics.

I would appreciate solid replies, rather than ambiguous guesses.
