What would happen if a person got the answer in the first part of a question wrong and the answer in the second part of a question is dependent upon the answer in the first part of the question ? Would there me continuous penalisation ?

Depends on the subject. Like in accounts errors aren't carried forward.

For chemistry especially moles, yes there is ecf. Whether your first value is incorrect ecf is awarded but beware, in one marking scheme it said that accept ecf if answer of value is within >0.5 range. The actual value was 0.32.

I'm referring more specifically to maths and physics. I seriously don't see the logic in penalising someone multiple times for one mistake.. assuming everything else is good

Even though the answer is not correct, you will get marks for using the correct equations
