what if someone gets B in AS..is there any chance of upgrading the grade to A overall..?

That would depend on the marks you get for AS then, whether it is a strong B or a weak B. If the B is like between ranges 76 to 79, you will still get an A overall, provided that you got a strong A in your A level.

But i think CIE has the policy not to reveal the percentages in come countires.

ok this is abosolutely surprising!!!
I thought i got a D and an E in my english paper despite my ususal performance
but today i found out it was a B and a U!!
i mean how on earth!
