Grade Thresholds?

So I just wanted to get this clear -- how exactly are we graded on our exams, and what part does the grade threshold play?

For example, the Oct/Nov 2010 Chemistry Grade threshold (http://www.xtremepapers.me/CIE/International A And AS Level/9701 - Chemistry/9701_w10_gt.pdf) says that the minimum grade for an A in paper 11 was 29 out of 40.
Calculating that out, thats roughly 73%. I thought 70-80% was a B grade?

gt is actually the minimum marks required to secure an A grade in the specific component! it depends on the performacne of the students in that session! the percentage u caluclated doesn,t matter...some times its even above 90 for A grade(talking about mechanics)
