AS Level is a qualification, and A-Level is a separate qualification. AS Level is a subset of A-Level.
One can give AS Level Mathematics, and get an A. And not give the rest of the papers. That is an AS level qualification.
OR, one can give all papers, either in AS+A2 way, or complete papers in one session, and get an A* or something. That is a complete A-Level qualification.

So of course A-Level is a better option. It is a bigger qualification.

But i think you are talking about something else.
Are you trying to ask is it better to give the papers AS first, then A2.. as compared to complete A-Level?
Some schools tell their students to give AS first, then the rest of the papers in A2. Others allow the complete A-Level after 2 years.

That depends on the person. If one can easily complete the AS portion in a year, and get an A, then it should be good. But if one can not manage it, then complete A-Level after 2 years will be better.
I mean, it does not make sense to prepare AS and then get a C or something. That would ruin everything.

If you find the subjects tough, AS. Much better to give the paper in parts and not let it pile up.
If you find the subjects easy, it doesn't matter. Usually, the school you choose dictates this. It doesn't make a big difference though.
