I would ask him from where he bought that and then trace it back.

If he refuses then I will warn him that I will get the IMEI blocked (which is easier than tracing btw) and hence the phone will be useless.

They can track it. How do you think they know how to block the phone? The phone transmits the IMEI. The BTS towers sends TMSI. Operator knows all.
