HELP!! Questions about IGCSE First Language English (0500)

What if I get IGCSE FLE D? Is that a failing mark?
I'm going to take IB Diploma Program after this. Can IB help me in my English requirement on University?
And maybe if I take EILTS, will that help too?
I'm panicking because I didn't finish my paper 22 (Extended). They said that if we got D in English, we can't go to the university. Is that true?? Help mee!!

Yup its true in a sense. Universities, nowadays, dont accept anything less than a "C".

P.S- Even in our school, a lot of ppl didnt finish paper22.

Yeah I know right? English is the most important subject.
Paper 22 was okay, but I never can finish it in 2 hours. I'm a slow writer
