You can easily get scholarships in Canadian Universities which include Waterloo, UoT and McGill. As far as CalTech and Pensylvania are concerned, you'll need a really exceptional SAT score and a really good application to even get into them. Btw, IELTS is not a compulsion. It's an English language requirement and it usually differs from university to university and you have an A in O'levels English then you may not give it.
