I have heard that question 3c will be from section 3 mostly probably the initial problems of partition.. Is this a runour or actually true because I have not prepared section 3 at all

Whatever the question will come, you should be prepared. But even if you cannot learn much from Section 3 then do your Section 1 and 2 very well so that you will be able to answer 3 questions from these sections.

I really hope CIE doesn't do that. From what I know, it has never been done before.
