- More seats than their popoulation percentage
- However, though it seemed that the locals were getting more representation, the reforms were tailor made for the British as the members of the imperial legislative councils were nawabs who were loyal to the British.
- Muslims did get seats, and they did favour the reforms as it would foster good relations with the British, but after the change of their aims, they realized the reforms were inadequate.
