ICE/CIE Award

If you get Merit in IGCSE (5 Cs above and 2 Fs above), will you still get CIE/ICE award?
And will I get merit if I got F above on group 1 such as English and group 2 such as Economics?

5 Cs are in different groups or it can be the same group? I need help!!
