So for anyone who has given ICT exam, can you please elaborate on whether you use text editors in the exam for HTML or FrontPage/Dreamweaver? If it is the WYSIWYG program, then do all centres generally have (e.g.) FrontPage available? Or is it dependent on the centre?

I gave my ICT exam this may/june. Actually it's up to you. You may use text editor, or dreamweaver. I'm not sure about front page, as it is not available in some centers. Take the example of the center in which i gave my exam: there was no frontpage! So it is dependent upon the center. It may or may not have the package. So you must be prepared to write codes in case it is not available, as the syllabus clearly states that students should be able to use any similar package.

I personally prefer typing out the code to ensure everything is as it should be, but I am asking for someone who may need to save time. If FP is not available everywhere then I guess there's no point in practising from that. Probably better to just practise PPs with Notepad. 2:30 is a lot of time, anyway.

Yeah, I too wrote the codes myself! I completed my practical in just 1 hour during my P2 :p In P3 I only took 0.5 hour. It varies from person to person, but almost everyone is able to complete his/her practical in atmost 2 hours for sure.
