actually it doesn't change a strong acid will still be an acid even if water is added to it but if you want to neutralise it you have to add an alkali ,water is only related with concentration but it will never neutralise an acid or an alkali.and I'm sure of this cause I have already taken the chemistry exam and studied itsoapyrishi said:how does the pH of an acid change when water is added to it???????????????
