i think i'll go with (a). here visceral decision refers to a decision made by inner feelings of the body like gut feeling. the presence of rather shows that the first blank should be decision which shows a meaning other than visceral, so "an emotional" and "a deliberate" are only two options as others don't qualify, "an international" and "a chance" shows no sense... "an intuitive" means the same as visceral. in the second blank it says that the visceral decision was no so much reasonable as (intellectual/instinctive). intellectual is only reasonable, instinct is the synonym of visceral. so (a) is the answer. this was a tough one. is it level 5 question?
