i wanna know that if a person clears the entry test but doesnt get enough merit to get in programmes for which he has applied like electrical,mechanical..will he be rejected ?..or can he apply in other programs for which his merit is fine like materials engneering or computer science etc..

You will be rejected. But in order to change your department you must have given more than one choice beforehand and if not then you must talk to their admission department.
