Can someone please tell me the confirmed date and topics for English as a second language 0510 Oral Communication for ZONE 3 (Saudi Arabia)

whats the difference between 5510 and 5511

In 0510, the oral commuincation will not affect your over all grade. P2 carries 70% (if I remember correctly), P4 carries 30% and P5 carries nothing, they'll just tell how good you did orally but it wont affect your grade. While in 0511, the the 30% is split between P4 and P5, so it'll affect your overall grade.
