i think it wil include all the natural and human factors like topography,climate,capitl,required labour etc and we wil explain these factorz in accordance to the asked deveopment like for airports moderate climate,cheap flat land and etc

Yeah i get ur point, but what about cross-border roads...There is no reference in Huma Naz or Fazle Karim!
