pretty easy.
1.Conservative won power replacing the labour govt which was thought to be too sypathetic to Indian demands while conservatives were not.
2.Gandhis attitude was awful he took a hard line against minorities and failed to recognize their rights by saying that he represented them and also he then after this didnt give his points and suggestions in the conference so the minorities agreement failed.

Hope u get it.

2 R.T.C was held between september and december 1931 a.Congress took part in it which showed some beacon of hope but Congress led by gandhi who declared himself sole representative of whole of india.mr gandhi failed to accept the role of minority communities in india and expressed the view that there was no minority problem in india and congresss represented whole of india.Liberal party was defeated in england and also gandhi wanted nehru report in future constitution THIS view was not accepted by most of members so nothing could be achieved regarding the future constitutions of india because of wrong and stubborn attitude of mrgandhi.MR gandhi failed to give any political suggestions to remove the problems of minorities and when minority leaders on the conference presented their joint demands it was discarded by mr gandhi.SO second rtc failed without achieving anything...
