Salam
Ok lets see
I don't understand Question 1 Is it from past paper book ??
For Question 2
You have to define the RTC's for 1-9 marks and then you have to list down other events between 1919 and 1940 for e.g here are few events 1) Montague Chelmsford Reforms, Rowallact Act, Simon Commission, Goverment of India Act of 1935. Select two to three events and explain them. (try to link them up with the question) these will give you 1-3 marks. In the end write your opinion.1 mark.
For Question 3 let see
i think this is a wrong question in past papers you can find
Q) Why did Khilfat movement fail ? [7]
-Gandhi withdrew its support of non-cooperation because of chauri chaura incident
-Migration to afghanistan failed and movement lost its popularity
-Abolistion of Khilafat by Mustafa Kamal Attaruk.
for the last Question
-Minority problem could not be solved
-Congress did not gave a favorable response due to which important decision could not be taken
-Goverment of India Act contained many reforms which were opossed by Indians.
Well guys correct me if i m wrong. :)

well what your first question meant was that that did the idea of pakistan form or transpire in 1930-1940.So you have to explain all the important events from that time and tell about the pakistan resolution the main thing in this.Thats what the question meant by the way nice question:)
