This was a policy of non-cooperation started by Gandhi in 1919 during the Khilafat Movement. The word means truth-force. This policy required the Indians not to cooperate or support the tyrant which was referred to as British. It became very popular during the movement and the Hindus as well as Muslims supported it as a part or KM. However Jinnah did not approve of this as he thought this might lead to divisions among the Muslims and the Hindus.

Btw its not SALT satyagraha. One is Salt March which is: Started by Gandhi in 1930 March. This was started from his Ashram (retreat) to the seaside village of Dandi. This was a march against the unfair salt laws the British imposed. Nehru and Ganhi were arrested.
