A compression is when you decrease the space something is in (compress them) and rarefaction NOT refraction, is when you increase the space something is in(decompress :D).
Longitudinal waves are a series of compressions and rarefactions as you see in the picture. And since he noted on the axis that as you go up compression increases and as you go down compression decreases , the compression is up and the rarefaction is down.

And a wave length is a distance between two rarefactions or two compressions so the distance he's referring to (between a rarefaction and a compression) is half a wave length.
