Q2 B, did we assume that he is in equillibruim? because he is tilted but since he is in rest so we considered him as in equilibrium?
and also then, in any pivot question, even if it was tilted, but at rest so its in equilibrium?

Yes he is in equilibrium. When something is in equilibrium, it is either at rest or moving at constant velocity
