I read in the examiners' reprt that : An induced emf does not always give rise to an induced current . But then , why do all the teachers teach us that emf , current , voltage in chapter electromagnetic induction mean the same thing ? :/

current only flows in a complete circuit. for emf, even though the circuit is broken/incomplete we still get it

therefore an induced emf in a complete circuit gives rise to current
induced emf in an incomplete circuit do not give current... that's why :"An induced emf does not always give rise to an induced current"
