Physics paper 5 help needed?

Hello everybody, recently there was a cie worworkshop in Lahore which my academy physics teacher attended. After the worskhop he said that in question 1 headings must not name be written and we have to answer in paragraph form. On the other hand the physics teacher in my school says that headings are compulsory. I'm confused who to follow, can anyone tell me the correct pattern and if headings should be give, whwhich headings are compulsory?
