Yes they are bacteria named nitrosomonas, nitrobacter and rhizobium. nitrosomonas and nitrobacter are nitrifying bacteria converting ammonium ions to nitrites and subsequently nitrates. rhizobium converts atmospheric nitrigen to ammonium ions. however rhizobium are not classified as decomposers. there are no specefic named bacteria for decomposition reactions in the carbon cycle.

decomposers breaks down starch, cellulose into glucose. ( glucose contains carbon hence returning carbon )
decomposers break down protein to amino acids, process know as deamination.
the amino acids are then converted to ammonium ions/ammonia
ammonia are then available for nitrification, ie. for nitrifying bacteria to convert to nitrates and nitrites.
