The Viceroy Lord Wavell called the Simla Conference(1945) in June 1945 just at the end of the world war 2.The Viceroy wanted to establish an Executive Council in which all subjects accept defence should be given to Indians. He proposed that equal number of Hindu and Muslim members would be included in the Executive Council. For the first time the important portfolios of foriegn affairs, finance and interior would be held by Indians.
The Congress objected to the idea of Equal number of Hindus and Muslims, and desired that one Muslim seat should be given to Congress because there were many Muslims in the Congress party.
Quaid e Azam took a firm stand and explained that Muslim League was the sole representative party of Muslims in India and that it should be given the right to nominate all Muslim members. The conference failed on crucial point of method of selection. But it was clear that the point of 'partition of India' was not on the agenda of the Simla Conference. The conference ended without achieving anything.

Hey Sis, Simla Deputation is Something different than Simla Conference. u confuzed it, Simla deputation was in 1906 wen some important muslims led by Sir Agha Khan visited the viceroy lord Minto at Simla

It took place because of:
1. Elections in Britain. Conservative party(ruling party0 and Liberals had won the elections. So muslims quickly tried to guarantee sep. electorates and weightage, as when liberals would come to power, they had promised to increase representation and introduce democracy, so muslims would always lose the elections.
2. Congress was pressurizing british to employ some kind of self rule, so muslims triied to secure their rights of sep. electorate and weightage.
3. Riots against muslims after Partition of Bengal, so Muslims tried to protect their rights.

u can also add that muslims wanted to gain more concessions after the partition of bengal and british were eager to grant them to gain their support
