Its going to be No since it doesn't lie within the limits of accuracy.It is not equal ,if you add the 6.13*6/6.13+6 .While the answer should be 3.11 so its not equal.

Yes there are quite a few past papers which have this question
For eg o/n 2009 q5 check the mark scene or er it says ruler must be clamped on a bench

go to page 3 in this document
and it's not a MUST to make the ruler clamped, it could be on a bench.
you choose any of the two ways, but i would say clamping the ruler would take more time in the drawing.
just draw a ruler on a bench
that's what i think..
