urgent help for statistics paper 2..

in nove 2009 paper 2.. tthe first question abt the Apples... we need to find the uper quartile.. 79*3/4... the answer is 59.25 the value.. but the examiner says to take 60th item.. so y is he taking 60th item?????
what do we have to do if the answer of n/4 or 3n/4 is in decimals?? take it as it is or round it off??

add one to the total freq.
so it would become 80
and 80*3/4
equals 60..
this is because we add one to the total freq if it is an odd val
