i wanted to ask that do we count words such as 'is' 'to'?

how many marks will be deducted for writing incorrect format? i mean missing off some feature of formal letter e.g reciever's address,subject line,signature

You dont have to include stuff like receiver's address unless explicitly stated in the question.
I dont think the signature is too important either...
But the subject line is an absolute must.
