    Just write a two line introduction about what you are going to say. Then elaborate every point (I didnt write more than 3 to 4), giving each of them their own small paras. They dont need to be long. And if there were numerous small points, I used to include them all in the last para.

    I dont think they repeat but they are quite similar. Like most 6 mark 'to what extent' questions, the answers are pretty much similar, e.g. not enough funds, not much govt. Support etc. Make sure you read the marking scheme properly. And i used notes and and whatever they taught in school...
